libmakepkg: remove python hashseed handling
The decision to set the PYTHONHASHSEED variable and its value is outside the domain of makepkg and should be handled by a distribution. Move this file to the libalpm-dropins project. Signed-off-by: Allan McRae <allan@archlinux.org>
